Technical Intern Training Program for Foreigners


What is the Technical Intern Training Program?

In order to contribute to the international community, the Technical Intern Training Program accepts foreigners from developing countries and other countries only for a certain period of time (up to five years) in Japan and transfers skills through OJT.

Technical intern trainees are currently living in Japan with approximately 270,000 technical intern trainees under employment-related laws and regulations, except for the training period immediately after entering the country. (As of the end of 2017)


Basic Principles of Technical Intern Training

The Technical Intern Training Program was established with the aim of contributing to the development of human resources, which is responsible for the economic development of the developing region, etc., by moving skills, technologies, or knowledge cultivated in Japan to developing regions, etc.

The Technical Intern Training Act stipulates that technical intern training is not used as a basic principle to ensure a low-cost labor force to compensate for labor shortages in Japan, contrary to the purpose and purpose of such an international cooperation system.


(1) It must be carried out in an environment in which appropriate skills, etc. are developed for mastery or proficiency, and a system for protecting technical intern trainees so that they can concentrate on technical intern training shall be established.

(2) It should not be carried out as a means of adjusting the supply and demand of the labor force.
